Is the Special Rapporteur for Freedom of Expression of the Inter-American Commission on Human Rights (IACHR). He is a lawyer from the National University of Colombia, specializing in constitutional law. He has participated in court cases such as Nelson Carvajal vs. Colombia and the defense of the relatives of journalist Guillermo Cano Isaza. He was executive director of the Foundation for Press Freedom (FLIP).
