Is a Global Fellow of the Latin America Program at the Wilson Center in Washington, DC. He was regional director for Latin America and the Caribbean of the International Institute for Democracy and Electoral Assistance (International IDEA). He holds a PhD in International Law from the Universidad Complutense de Madrid, Spain, and a PhD in Government and Public Administration from the Instituto Universitario de Investigación Ortega y Gasset and the Universidad Complutense. He is a political analyst for several Latin American media outlets, including CNN en Español and Univision.
